Are you in Kuwait or in Serbia?
If you are in Serbia, ask the Kuwaiti embassy there for the procedure for your Visa.
That's the safest way fr you to be sure you get the right answers.

What Visa are you looking for?
Work Visa or just a Visitors Visa?

I am in Serbia. I would like a work visa and unable to get it then I'd try with visit visa. I have all the information, but I need concrete assistance(If you understand me).
