Transfer of sponsorship

Hello, A company hired me as a storekeeper and I started working in Saudi Arabia on June 1st 2023 it's been about 4 months and 9 days till now they didn't make my Iqama they just paid one salary till now. I tried to transfer my sponsorship to another company they said everything will be done manually as your sponsor did not make your iqama yet. So I went to the hospital myself and did medical examination then I send them hard copy of medical report along with my passport and pictures but when they visit Jawazat they refused to transfer and said according to new rules applied from 08/10/2023 onwards the first Iqama must be issued by the present kafeel after that sponsorship could be changed. Now I'm stuck here and I don't know what to do. The labour office is also 200km away from me and I don't have money and convenience to go there. Just need help what to do now.
