The car owner need to go a final exit however he has a new visa to come back in a few months and doesn’t want to sell his car, for the mean time he needs to transfer it to someone, if the car transfer is not via selling or buying do they need to have a license?

Final exit visa will be issued after removing the vehicle under iqama of car owner. And yes, both seller and buyer must have valid Saudi driving license.

Seller's Steps:

1. Log in to Absher: Access the Absher platform and navigate to the "Vehicle Services" section.
2. Initiate Transfer: Select "Vehicle Ownership Transfer" and choose the vehicle to be sold.
3. Enter Buyer's Details: Input the buyer's ID number and date of birth.
4. Agree on Price: Specify the agreed-upon vehicle sale amount.
5. Provide Account Details: Add the seller's bank account details for receiving the payment.
6. Confirm Request: Review all information and confirm the transfer request.
7. Await Buyer's Response: The buyer will receive a notification and has one hour to accept or reject the request.
8. Complete Handover: Once the buyer accepts, the vehicle handover and payment (through Absher's secure system) must be finalized.
