I want to marry a Saudi- Can I apply in France?

I want to marry a Saudi. We have been together for 7 years. We met in France. He left to find work there. We always believed that we could prove to be married. We just heard that it was complicated .. I'm 28 and he will soon be 29. How do we get government clearance? Can I apply in France at a town hall or at the consulate? I am completely lost and depressed about this situation ...

Its the responsibility of your Saudi boyfriend to get or ask permission to the Saudi Ministry of Interior in Saudi Arabia to marry a non Saudi woman. If Gods Will the MOI approves then right away at anytime he can marry you legally.
But I do believe a Saudi Man above 35 years old can get easily approval from the ministry of interior. Furthermore you can visit the website

i am sure this process you shared was long time ago, recently changes are made and it has to be done through the process mentioned in the link above

You need approval from the Ministry of Interior for this. Your partner can file it through any Saudi Embassy- they have forms for this. Once you apply you get a reference number for the application so you can follow it up. It takes a while to get the approval though.
Only via this route he can issue a family card and add you after marriage. Any other marriage without approval cannot be registered with the civil affairs office that issue the family cards. Hope this helps.

You dont have to do anything, he have to do everything, Im Saudi, my father Saudi mother Egyptian. My father married my mother but he was 33 years old, in 1983 in Egypt, then he backed to Saudi Arabia to take ministry of foreign approval, then to authentication the marriage contract. Now in 2021 is little different, but anyway he have to do everything here in Saudi Arabia.

Nowadays applications can be filed from any Saudi Embassy abroad and a reference number is given. Then the papers are sent to the Ministry of Interior for processing and response to the application. If you file from any Saudi Embassy, the response to the request is finally resent to the Saudi Embassy and they contact the person with the response if they are still abroad to give them either the rejection or the approval papers.
If someone is in Saudi already, he files through the Emara (municipality) and they forward the application again to the Ministry of Interior. All applications are properly filed and numbered and in the end you get a response to the request. Nevertheless it is always the Saudi national that has to initiate the procedure as the application is connected to his national ID.
You only have to provide for him some of the paperwork, like copy of your passport, certificate stating your religion, etc that they ask as they are also filed as attachments to the application.

You can not Apply in your country.

Your husband must Apply from Saudi and it's a quiet complicated. Normaly, under 30 it's impossible. Also, if he has government job they Will not accept it.
If he get approval and finish all papers they Will ask for ( took 1 year to finish it) he must come to his ambassy in your country. You will Married in ambassy and get wedding paper (only the ambassy can do it) also he need to provide single paper ( he do not have an other wife already).
After this you must do " normal" wedding in the mayor of your City in you country.

I could explain to you more because i know this situation and how you can be desesparate sometimes.

I am living in Saudi since 2 years and we have also 2 kids.

Dear Sarah, people can 100% percent apply through Saudi Embassies as I have seen the application paper myself. The only difference is that it will take 1 month to reach the Ministry of Interior as there is more process in transferring documents. People prefer to apply directly it in Saudi to save time. That is all.
For the job related restrictions it is only if they belong to the ministry of interior or foreign affairs that it is prohibited. In this case, they need first to resign from their post and then apply.
If they work eg. in the ministry of education or water, then it is not a problem at all.

some of the information you stated here is correct. the difference might be the year you had your papers processed and when Sarah had her paper processed. Would you like to tell us the year you had your papers submitted.

It is not a matter of year processed, the service was always there. In general any administrative act for example applying for marriage permission, applying to register a child in a family card, applying for a new passport etc can be routinely done by Saudi embassies abroad. The reason is that if eg. a Saudi citizen lives, works or studies abroad they have the opportunity to file their requests without having to buy a flight ticket as this is not affordable to all. Once you file, you get a reference number, then it takes 2 weeks to reach the ministry of foreign affairs and then another 2 weeks to reach any other department you have requested, eg. ministry of interior, ministry of education (eg. if you are equalizing certificates), etc
The only difference is that maybe 20 years ago, the process was slower but nowadays the 2 weeks is the maximum time between sectors considering all the technologies available.

The marriage permission application is nothing more than an administrative act just like many others and follows the same process. Currently as it stands the service runs as normal for all Saudi citizens.

It is the responsibility of the Saudi male to request permission for marrying a non-Saudi female born outside Saudi Arabia. The Prerequisites are:
1- The applicant should include in his application letter the country name of the non-Saudi female that he want to get married with her.
2- A copy of the applicants National ID if he is not married. If the applicant is married, he should submit a copy of the family ID.
3- The applicant must not be younger than 35 years old and older than 70 years old. If the applicant is under the age 35, he can request marrying a non-Saudi female if he is divorced and has been divorced for six months, he is ill or his wife is ill,
4- A copy of the divorce decree if he is divorced.
5- A copy of the death certificate if his wife is dead.
6- If the non-Saudi female he want to get married with is a resident in Saudi Arabia, the applicant should submit a copy of her valid Iqama (resident ID).
7- Remove the divorced wifes name from the family ID.
