The existing Kafeel can only solve the problem. So contact him , and ask his help in removing the 'HAROOB'.
Plus , in the mean time Contact other local Kafeel  who could take your kafala (sponsorship), if the new Kafeel is agree to remove Haroob, then he will contact the old KAfeel to issue a letter , stamped with Chamber of Commerce.

On agreeing both KAfeel, your Haroob will be removed.
