I will be arriving in Khobar in a few weeks, from the US. Where is the best place to convert my USD's to SAR, etc? I'd rather not pay some astronomical fees like most airports charge. Or what place should I avoid?

Dont do it at the airport, wait till you get on land and do it at any store or a bank or a hotel, the stores will use 3.75 to the dollar and the bank will give you exact rate which is almost always lower than that. Neither will charge you any fees.
