Difficult situation, Let see if anyone can help.

Hello I'm Red and this is the situation.

Let me give you my background info as it will be important.

I have the Guatemalan and French Nationality (inherited by my mother's side).
I moved here to Montreal to study.
I have my French Passport and ID, but I have never lived in France.

So accordingly to the Law here in Quebec I might be able to get the Quebec Health program since I am from France, but I don't have the French Healthcare, because I have never lived there.

Does anyone know what I can do, or if its just impossible for me to get it? Or maybe any creative suggestions?

Hello,

Indeed, on their website they write "Taking up residence in Canada
In addition to the required proof-of-identity documents, you must attach to your registration form a proof of insurance or a certificate of affiliation with the social security plan of your country of origin."

I think it is better to call them directly to get an answer:

If you don't have the 'sécurité sociale' from France as proof, I doubt RAMQ will accept you
