Here in Jalisco we have Salud Jalisco which is free preventative healthcare at government clinics in the state of Jalisco.  We recently signed up very easily - we simply needed to be over 65 and have copies of our passport, residence permit, CURP and a utility bill to show our address.

As soon as we signed up we got a free flu shot and the next week we went back for a free pneumonia shot and tetanus shot.  They gave us a sort of health passport which records shots and preventative healthcare visits etc.

For most matters we simply self-insure and go to a local doctor but we know that we can use the government hospitals for catastrophic care etc. at little to no cost.
