Extremely high import duty, on a replacement bank card...

Sooo, I had my debt card stolen. Called my bank, they sent me a new one. Fedex won't deliver it until I pay R$ 434.5. She said the tax was so high because its the value that the bank listed the card for: $1 USD plus shipping: $61.16 USD.

If an item is declared as merchandise, the tariff ( federal Imposto de Importação -- II) is assessed on the total of the declared value plus freight, and ICMS (Imposto sobre Circulação de Mercadorias e Serviços, the tax payable to the state) is assessed on the total of declared value, freight, and II, so taxes on items of even negligible value add up quickly. 


Next time, ask you bank to declare the card as Documents with no value rather than as Merchandise.  Also consider using DHL if available:  their understanding  of Brazilian taxation  seems to be better than FedEx's.

I learned a very valuable lesson today.  I did call FedEx and asked if a debt card was considered merchandise.  He said yes.  So i then asked him do i still have to pay it.  He said in 5 days time he will start a case for FedEx to talk to the tax people.


So there is hope!
