I am waiting for my permanencia to get approved. What about a drivers license? Do I need to get one now, can I get one now or do I need to wait until I have the permancia?

If you thought to obtain an International Driver's Permit (IDP) from your local Automobile Association before you left home and you have your current Driver's License (valid for at least one more year) then you can drive for a maximum of 180 days in Brazil. After 180 days you are required to obtain a Brazilian Carteira Nacional de Habilitação (CNH) which would involve registering with a driving school, taking their course, having a physical, psycological and vision exams.

If you happen to travel out of Brazil during that time the exit and re-entry stamps on your passport might get you around the 180 day maximum since it would re-start the clock, so to speak. But, this would only work until such time as your VIPER Permanent Visa is granted, since you'd no longer be able to pass yourself off as a "tourist".
