To who might interested, got a reply from the building company called Cyan and indicatea above. In terms of obtaining building permit and architect fees says this :

"nosotros con la firma del contrato le entregamos un bosquejo del proyecto, los planos arquitectonicos tienen un costo adicional, pero al realizar la obra tendrá un importante descuento. Los trámites municipales corren por cuenta del propietario. Estamos a disposición para reunirnos en la oficina para mostrarle el proyecto, imagenes de obras, además tenemos casas modelos que se pueden visitar
