smoking in public

Hello,
I need advice on smoking in public, I have a cafe-bistro and would like to declare the space outside on our terrace as smoking area, what do i need to do for that, whom do i need to contact, does anyone have experience with it, a pubowner or such? Currently the police is writing contraventions if anyone is sitting there smoking.

Hi - - after a conversation with a fairly senior police officer he suggested that since the contravention notices issued are not only against your customers but also yourself - or the company - that for the cost of two notices against your business you might choose to pay an "appropriate lawyer" on a fixed fee to ask for a summary judgement applicable to your premises only, - the idea being that you are removed from local hassle but that the ruling will not necessarily place undue pressure on the legislature to conform in every situation. They went to great lengths to emphasize that this is a legal exercise and there should be no effort or approach made to anyone  or any situation outside of the legal system
