Not sure if this helps but if you know a commissioned military officer, they can act as a notary. Had it done many times in PR.

Not every attorney is also notary but many of them are.
In every (little) town you'll find them. Look for signs Abogado Notario.
Notarizing something simple will be done by many of hem for $20.
