Do you mean changing your Bulgarian residency card for a Bulgarian passport? That's quite a process and requires proof of proficiency in Bulgarian, plus in most cases will also mean giving up your UK passport:

It might be simpler to renew your ten year residency card.

I think your right, they must mean this

I am going to try to do this in a couple of years and see what happens (I might give up if it's too difficult). I am married to a Bulgarian, so won't need to give up my UK passport.
