There are agencies which will arrange to ship and register a car for you if you've found one yourself in Germany; alternatively they'll do the legwork for you and find one based on your criteria. There's at least one other which offers the same service with US vehicles.
I've bought two imported used cars here and subsequently several new ones from the main dealers. I've had no problems with the used ones and indeed we passed them both on to my in-laws, who drove one until it died of old age and the other is still going strong. Depending on your taste in vehicles, and the depth of your pockets, I'd say that the second-hand market here is no worse than that in Germany or elsewhere. If you're wary and don't get carried away by your own enthusiasm, you can get a good deal - and obtain information about the vehicle from the local dealer or the manufacturer to help you decide. Some mechanics/garages will also check out a vehicle for you before you buy.
FWIW, I used to be a complete masochist and over several decades inflicted a series of Range Rovers and Discoveries on myself in the UK, every time knowing it was idiotic and that they'd spend an inordinate amount of time in the repair shop and cost silly money to run. 10 years ago I bought a new Dacia Duster here with all the then top of the range trimmings, including an excellent LPG conversion. It cost considerably less than a decent second-hand German car and I'm still happily driving it today, and even at today's fuel prices I still smile every time I fill her up.
Again FWIW, my wife bought the 4x4 version of the new Suzuki Ignis when it came out: she loves it (I think it's cr*p and feels like they used cinder blocks for the suspension - no fun when you live in a quarter with cobblestone roads!). The Suzuki main dealers here are rubbish at after-sales but their maintenance shops are good, as are Dacia's/Renault's.
I'd buy another Duster anytime but I normally keep my vehicles until they die of old age (or cost more than they're worth to me to keep alive) and the roads in BG, coupled with the conditions in winter, lead us both to prefer 4x4s - preferably cheap to run ones.
