I am trying to find a way to transport an inflatable 4m boat, (deflated), with a 20hp outboard engine, together with a 270cc quad bike form Pula to Brighton, (UK).

Does anyone have any knowledge how this can be done?

Pula is an area in EU right? you should ship it by LCL(Less than container loaded)method by sea. Or air if it's not over weight.
