Im a Eu citizen plening to live in germany

Can my husbend (non eu) get in with a turist visa and then make a reunien fameliy from inside germny?

He needs to apply for a FRV (Family Reunion Visa) at the nearest German embassy to his current home before coming to Germany. Only very few nationalities are exempted from this and can come here on another visa type and convert it here.

Palestine is not a country recognised by Germany. So he cannot!

If you hold an Israeli passport, then yes, you can apply while being in Germany. That's my situation. My wife is a EU national, and I have an Israeli passport. I was told in the German embassy in Tel Aviv that I can either apply in Israel (not more than three months before I wish to move to Germany) or after arrival at the local authorities.
