You need to find an architect/building engineer near you.  They can make the project and obtain all the permits, site surveys, etc...if the land has building authorization in the land book.  Probably the nearest ones would be in Bistrita.

I've stayed at Colibita on vacation once, it is a nice lake.

Clearly, you misunderstand the EU data privacy laws.  Business contact info and registration is public information.

Lots of people hire firms and build homes/factories/etc in Romania, it's not uncommon. I did it!  I don't understand where the secrecy and unwillingness to publicly help comes from.

And someone asking on a forum to contact them privately by email (instead of discussing publicly on the forum or by the PM system here) exposing their own email address doesn't offer the chance to be malicious??  The logic doesn't pass the test.
