The following information is based on other experiences in other countries.

Usually, if you are a third country national (which means, you neither belong to the embassy's country or the host country, e.g.: Russian in UK applying for USA visa for example) .....

1- you need to have a residence visa in the host country (wife visa is considered residence)

2- In some cases, you need to get a letter from your country's embassy to the intended destination's embassy ..... It's called a "compliment" letter. Pretty routine.

3- Last but not least, some embassies (whether the home embassy or the intended destination embassy) put a limit of minimum time stayed in the residence country before you can apply (for instance they may ask her to be a resident of the the country for a minimum of 6 months before applying)

Best thing is to call the US Embassy, tell them her situation (wife visa, where she's from ...etc.) and they will let u know the details

General Instructions for Visa Applicants:
Each applicant for a visitor visa must submit these forms:

•Online Nonimmigrant Visa Electronic Application, Form DS-160.
•A passport valid for travel to the United States and with a validity date at least six months beyond the applicant's intended period of stay in the United States
•Non-immigrant visa application processing fee of $160.
•One (1) 2x2 photograph with a WHITE background.  Detailed information about photograph requirements can be found on this page.
In order to be approved for a non-immigrant visa, applicants must satisfy two requirements.  First, they must demonstrate that they are qualified for the type of visa for which they are applying. Second, they must satisfy the interviewing officer that they will leave the United States at the end of their authorized stay.

During the interview the officer might ask to see one or more of the following documents, preferably translated into English:

•An original, current letter of employment with job title, length of service, and monthly salary
•Personal bank statements for the last six months
•Photocopies of current trade license and current audited financial statements for the past two years showing status of business
•Property deeds
•Current letters of invitation from American companies or conference organizers
•Evidence which shows the purpose of the trip, intent to depart the United States, and arrangements made to cover the costs of the trip may be provided.  Depending on individual circumstances, applicants may provide other documentation substantiating the trip's purpose and specifying the nature of binding obligations, such as family ties or employment, which would compel their return abroad.
Additional documents may be required, based on the type of visa for which you are applying.

I suggest that she join the package tour to US and request the travel agent to apply for tourist visa. I am not sure it work in dubai, you may want to check with the travel agent. China is more beautiful than USA.

If the lady's UAE residence visa has been sponsored by her husband, she will need to provide financial evidence of her husband, as well as a letter from the husband that he would cover the lady's USA travel and expenses.  Husband's letter of employment, salary, 6-month bank statement etc are supporting documents with the visa application.  USA Visa applications are done on-line, appointment dates are fixed online.  This visa is actually one of the easiest to get if you have the required documents.

Whoever is financing this lady's travel and stay, needs to establish proof - pretty much on the same lines as the lady's husband.  The person or entity in the USA has to show proof of funds via income and bank statements; and also a letter guaranteeing they will cover the lady's travel, boarding and lodging.
