You have to talk to your carrier about if they extend service to Mexico, what the cost would be, and how effective that service might be. I know At&T has a presence in Mexico.

I have a Mexican number because its much easier to deal with life in Mexico with a Mexican number. As for U.S. calls I have unlimited calls and talk to the U.S. at no extra cost for at least an hour a week.

I moved my number to a Cricket cell account. My plan gives me unlimited calls to, from betweenthe U.S., Mexico and Canada. Because a travel a bit I also have unlimited data plan that is good in all three countries. It is affordable and allows my wife and I to maintain a number we’ve had for 30 years. Cricket is owned by AT&T and operates on their network.

We also have a Telcel account to facilitate local calls in Mexico.

I assume you are talking about cel phone and not landline.  We have ATT with the Mexico plan and make and receive calls to/from/in without any issue.  Also if your cel phone has WiFi calling it will work just like in the US when connected to a WiFi network with no charge.  If it's a landline then look at Magic Jack or Vonage.

One note. We mainly use the cricket line to receive calls from the states. We do use it to make calls from Mexico a bit also, but most of our calls made within Mexico are via Telcel.

Thanks for your replies. I'm a Verizon retiree and have their travel plan when I go to Mexico. As a retiree my plan is discounted, so just wondering if anyone had Verizon. Looks like my options are ATT and Cricket. Gave up a landline years ago, just want a cell plan. Going down to Baja this week on a house hunting trip. I'm excited about this new adventure.

Where in Baja?  We are building at Rosarito.

I have Boost mobile from the US that works in Mexico. Also I have a Magic Jack with a San Diego #. And then finally I also have a Mexico landline. I've got communications pretty much covered.

Not sure where in Rosarito, just supposed to meet the realtor at Starbucks. Also going to Ensenada  and that's where I've rented an AirBNB.

Make sure they show you the La Jolla complexes at Rosarito.  There is La Jolla Real, Del Mar and Excellence.  We are building at Excellence.  We are using Ken Husman at Baja123 realty.  He's been great and I would highly recommend him.

They won't let me have my service dog a the La Jolla complex, only owners. I'm looking to rent initially.

T-Mobile has a Simple Mobile plan with free calling to local numbers in Mexico, and free calls to the US. I have my same "old" phone number:)

I’m looking at Google fi (aka Project fi) Google’s phone service. It’ll save me around $140/month on the two lines I have with Verizon - one for my mother, who moved to Mexico last year. And we can keep our same phone numbers.

If the actual number doesn't matter, just any US number is good enough, Skype had a virtual number service that allows US callers to call what they see as a local number. It's cheap to run and works well.

Calling back is easy as google's service allows free calls to most US numbers (or did last time I used it).

I started with T-mobile but their plan requires that 50% of all use occurs with in the U.S. after one year of using primarily in Mexico T-mobile cancelled my account. This also happened to 3 of my friends here in Rosarito. That is when I moved my number to Cricket. I’ve now been with Cricket for 3.5 years with no problems.

Verizon also requires that 50% of calls are initiated in the US if you have an American plan which includes Mexico & Canada, as I do.

Best is to get an AT&T 'North America' plan   It transparently shifts when you cross the border.  Problem is Mexicans won't dial a US number.
