You are correct you can't have a Mexican account before you are a permanent resident. How long that would take depends on your financial status and meeting all the requirements. In the meantime, if I were you I would be looking at a bank account that is likely to have a Mexican partner or a presence in Mexico. Some of us leave the money in the country we came from and then get cash using ATMs Others have Schwab accounts. Which I am told do not have an ATM fee.
Those are things you can look into. Why do they require that you have permanence before letting you have an account in Mexico? Because they have been burned by tourists popping in then leaving with debt or other issues.
