I have no direct experience in Uruguay but I would think that as in other Spanish-speaking South American countries
1)聽 jobs are going to be hard to come by and the first shot at them would probably go to native Uruguayans (although there may be some IT sectors where that's not so, Project Manager is not likely to be one of those areas), and
2)聽 a solid, fluent command of the Spanish language would be necessary
