tax d'habitation charged for studying in France!

My daughter spent a year in Chambery (Sept 2009 to May 2010) as her third year from Manchester Met University as an ERASMUS full time student and has just received a tax bill for 309 euros! As a student I don't think she should have to pay tax in France?

I would think that everyone renting a flat in France at the 1st of January is subject to this tax. Does not matter whether she is a student, unemployed, whatsoever...
